Soak it, wring it out, put it on — and add the frozen gel pack when soaking isn't enough.
Evaporative cooling does the work here: the mesh holds water, the water leaves as vapor, and it takes heat with it. The light grey face reflects sun rather than absorbing it, and a pocket over the back takes a frozen gel pack for days when plain water can't keep up. The gel packs are included — one with S and M, two with L, XL and XXL. There's a metal D-ring on the back, so on a short walk this replaces the harness instead of going underneath one.
The limitation is physics, not build quality. Evaporative cooling needs dry moving air, so it works well on a breezy trail and poorly in humid stillness, and it needs re-wetting through a hot day rather than lasting one. A vest is also not a treatment. If your dog is already overheating, get it out of the heat and cool it directly — don't reach for this instead.

Measure rather than going by weight, allow 1–2 cm of tolerance, and if your dog falls between two sizes take the larger one. Freeze the gel pack for one to two hours before use.
